Sub: comment on the NHRC Case No.1553/22/15/2013

Dear Sir,

Taking the reference of the enclosed report received I appreciate with the initiative taken by central prison, Madaurai. I am submitting my few comments as follows:
 
1.     To ensure that an inmate suffering from HIV does not faced inequality or being discriminated from other fellows inmates and staffs of the prison. 

2.     The compulsory testing of prisoners for HIV is unethical and ineffective, and should be prohibited.  Voluntary testing for HIV infection with the consent of the inmates The International Guidelines on HIV/AIDS and Human Rights   (OHCHR/UNAIDS, 2006).

3.     To implement the model of the Tihar prison - organizing prison inmate’s maha panchayat/elected committee for the participatory involvement of the inmates to reduce/eliminate corruption and increasing their participation for inclusive planning.
