The complaint/intimation dated 24/09/2021, was placed before the Commission on 11/11/2021. Upon perusing the same, the Commission directed as follows: |
The Commission has received a complaint from Dr. Lenin Raghuvanshi, a human rights activist from Varanasi, Uttar Pradesh alleging that on 11.08.2021, one Raj Kumar Mishra, aged 42 years died due to electrocution in Varanasi district of Uttar Pradesh due to negligence by the Electricity department. The victim has left behind, two young children and wife. The complainant has requested the Commission to intervene into the matter so that fair investigation is conducted and suitable compensation is awarded to the victim’s family. Transmit a copy of the complaint to the Chairman-cum-Managing Director, Uttar Pradesh Power Corporation Limited, Lucknow and the Commissioner of Police, Varanasi, Uttar Pradesh calling for a report in the matter within 4 weeks. The Commission shall be constrained to invoke coercive process u/s 13 of the Protection of Human Rights Act, 1993 calling for a personal appearance of the authority concerned for submission of the report, in case the report is not received within the stipulated time. |
2. Accordingly, I am forwarding herewith a copy of the complaint/intimation as an attachment for taking appropriate action in the matter as per the directions of the Commission. It is requested that an Action Taken Report be sent to the Commission within 4 weeks from the date of receipt of this letter. |
3. Any communication by public authorities in this matter may please be sent to the Commission through the HRCNet Portal (https://hrcnet.nic.in) by using id and password already provided to the public authorities (click Authority Login), or through Speed Post/ at email-id cr.nhrc@nic.in. Any Audio/ Video CDs/ pen drives etc. and bulky reports may be sent through Speed Post/ per bearer. |
