The present matter pertains to complaint of Shri Lenin Raghuvanshi, Convenor, People Vigilance Committee vide which he has alleged about beating of journalists by police personnel as reported in news report Janadesh Times on 8/5/2020. He has prayed for action in the matter. Vide proceedings dated 25/6/2020, this Commission took cognizance in the matter and had observed and directed as under:- “The Complainant, Convener of People's Vigilance Committee on Human Right (PVCHR), based on news report published in local news paper , Jansandesh Times, dated 8.5.2020, has alleged about police brutalities on journalists in Pipri Thana Area under District-Sonebhadra, Uttar Pradesh during lockdown in which one of the journalist got fractured. The Complaint has sought for intervention of the Commission in the matter. Transmit the copy of the complaint to the Superintendent of Police, District-Sonebhadra, Uttar Pradesh calling for an action taken report within six weeks. In case the report will not be received within the stipulated time, the Commission shall be constrained to invoke coercive process u/s 13 of the Protection of Human Rights Act, 1993 for personal appearance of the concerned authorities”. No report was received, therefore, vide proceedings dated 10/11/2020 reminder was issued. Pursuant to same, a report dated 26/2/2021 is received from the office of Superintendent of Police, Sonebhadra , Uttar Pradesh, alongwith associated reports wherein it is stated that NCR No. 18/2020 u/s 323/504 IPC was registered against accused constables

news report Janadesh Times on 08/05/2020. The complainant has requested
intervention of the Commission. The Commission vide its proceedings dated 25.03.2021 had directed the complainant to submit the comment upon the report dated 26.02.2021 received from the office of Superintendent of Police, Sonebhadra, Uttar Pradesh, along with associated reports wherein it is stated that NCR No. 18/2020, U/sec. 323/504 IPC was registered against the accused constables. As per CMIS records, no comments have been received from the complainant. In view of the reports, as above, and in the absence of any further comments of the complainant, further continuance of the proceedings in the matter is not called for. The case is closed. |
