Direction issued by the Commission	These proceedings shall be read in continuation of the earlier proceedings of the Commission dated 31.01.17 when the Commission issued following directions to the Chief Secretary, Govt. of UP : “The Commission has considered the matter. The allegations of police inaction have been found true by the Range DIG. The Investigating Officer has not only diluted the case but also did not collect the evidence and has thus favored the offenders. The aforesaid act as found true of the Investigating Officer during the enquiry has violated human rights of the victim. In these circumstances, let a notice u/s18 of Protection of Human Rights, Act, 1993 be sent to the Government of UP through its Chief Secretary to Show Cause within six weeks as to why an amount of Rs.50,000/- (Rupees Fifty Thousands only) may not be recommended to be paid to the victim. A notice be also sent to the DGP, UP calling upon him to submit the details of departmental action taken against the delinquent police personnel within this period.” A considerable period has elapsed but no response has been received from the Chief Secretary, Govt. of UP and DGP, UP. It appears that Govt. of UP has no serious objection to the payment of monetary relief. In these circumstances, the Commission recommends to the Chief Secretary, Govt. of UP to pay an amount of Rs.50,000/- to the victim and submit a report along with proof of payment within four weeks. A final reminder be issued to the DGP, UP calling upon him to submit the details of departmental action taken against the delinquent police personnel within this period.
