These
proceedings shall be read in continuation of the earlier proceedings of the
Commission dated 18.12.2013. In response, the Deputy Commissioner of Police,
East District, Delhi, vide his communication dated 10.1.2014 has submitted
the report. The relevant part of the report is reproduced below:- "In
this regard, it is submitted that an interim compensation of Rs. One Lac was
granted to the victim in case FIR No.146/13 u/s 363/366
A/376(D)/377/342/307/201/34 IPC & 5(m,1,r.g,)/6 POCSO Act, PS Gandhi
Nagar under clause 8 of the Delhi Victim Compensation Scheme, 2011 by Delhi
State Legal Services Authority as compensation for welfare and rehabilitation
of victim in above mentioned case. It is also learnt that several prominent
persons have also donated amount to the deceased in their own capacity. It is
also informed that DE against Inspector Dharmendra Pal Singh No.D/3299 then
SHO/PS Gandhi Nagar and SI Mahabir Singh, No.4469/D, initiated vide order
No.3158-78/P. Cell/Vig. (P-II) dt. 27.4.2013, which is held-in-abeyance by
the CAT. As the delinquents had filed OA No.2447/13 & MA No.1745/13 for
the change of the E.O. and demanded certain documents. However, 14 PWs out of
19 have already been examined by the E.O. Matter is already sub-judice &
decision will be taken after receiving direction from the CAT." A
similar report dated 22.1.2014 has also been received from SDM, Gandhi Nagar,
Delhi stating that financial relief of Rs. One Lakh has been paid to the
victim. The Commission has considered the matter. Financial relief as per
policy of the Government has already been paid to the victim. The
Departmental action against the delinquent police personnel has already been
initiated and is now sub judice before Central Administrative Tribunal. The
criminal case registered in the matter is pending trial in the court. No
further action is called for. The reports are taken on record and the case is
