The Chairman,
National Human Rights Commission(NHRC) ,
New Delhi.
Sub.: Non-arrest of the accused of rape and murder of the minor disabled dalit girl and non-lodging of the correct F.I.R.
Respected Sir,
Km. Anjali, 14 years disabled girl belonging to Dalit Caste was a domestic worker living at House No. 9, Newada, Police Station Cantt, Allahabad.
She was subjected to sexual harassment and rape by a anti-social criminal Yogendra, S/o Rajendra, of the same area.
The father of Km. Anjali made several complaints before the Police, but no action was taken. Ultimately, when Km. Anjali refused to fulfill the desire of Yogendra, he killed her by strangulation in her own home on 03.09.2011.
F.I.R. was lodged after much effort on 06.09.2011 as the police had refused to lodge the F.I.R. and also insulted her father in the Police Station.
It is also surprising that F.I.R. was lodged Under section 306, 354 I.P.C. at Police Station Cantt, Allahabad in CASe Crime No. 168 of 2011 whereas Tehrir was given for rape, sexual harassment and murder.
The father of the deceased is a poor person who is not getting any support from police and civil administration and accused Yogendra is threatening him and his family members of the dire consequences.
Till date no arrest has been made and accused is roaming freely in that very locality.
Prayer
Hon'ble Chairman is humbly requested :
(i) direct the D.I.G., Allahabad to ensure the arrest of the accused immediately.
(ii) direct the administration to ensure the security of the family member of the deceased.
(iii) direct the D.I.G., Allahabad to inquire into the facts of the case, change the F.I.R., and lodge it in its proper Section.
With regards,
Secretary General -PVCHR
