To,
Chairperson,
NHRC,
New Delhi.
Sir,
Greetings from PVCHR.
The said report of encounter between alleged dacoits named Amjad, Rabindra Udenia, Udal Badai and Raju Banjara and police in the Daboh Kasba of Bhind Dist raises suspicion. The alleged dacoits are from Bhind District (MP) and Jaloun District (UP).
Yashmeen, wife of Amjad, as per media report alleges that Mr Surinder Singh Sikarbar, SHO, Endori came to their house on 19th August. Mr Sikarbar asked Amjad to accompany him as the later needs to be produced before police officers. In the morning of 22nd August, she received the information of Amjad being killed in an encounter.
At the time of encounter all the four killed were wearing military uniform and new shoes.
Feroz, brother of Amjad alleges that his brother's death is a cold blooded murder. He points finger towards Mr Sikarbar responsible for the killing. Incidentally, Feroz, who works in the police department in Gwaliar too fears for his life from the same Mr Sikarbar. He alleges that Mr Sikarbar of beating him when the postmortem of Amjad was going on.
Sir, the media reporting in the past from this region have been hinting at competition among police officers for rewards and promotion for killing dacoits. In that background, a thorough inquiry should be done to find out the truth behind the killing of four persons.
If found guilty, the police personnel must be brought to justice and the family of the victims should be compensated for their lose.
Sir, please find the newspaper information attached for your perusal.
With regards,
Dr. Mohanlal Panda
