Greetings from PVCHR.

 

Sir according to the media report (Sambad, Sambalpur, Odisha, 15th June, 2011, Page 1,7) many families were displaced at the time of construction of Hirakud Dam in Odisha. Even after 50 tears of its construction, the report says that 3540 displaced families are yet to receive their compensation. The water retention capacity of the dam is 630 ft where as the government has acquired land for more than 632 ft storage. In this process 22,000 acres of land are in the hand of the government.
 
People from 34 villages are living around this dam and are cultivating land on lease basis. However, earlier government recommendation for settlement of these land has not been implemented yet.
 
According to this report on 31.1.2002, the state government declared to allot 10 decimal of plot for housing for each displaced families, which has not been implemented.
 
The displaced families have long been demanding proper compensation or return of their land.
 
On behalf of PVCHR, I request NHRC to look into the matter and direct the state government for proper compensation and rehabilitation of the displaced families. The state should also consider settlement of the 22,000 acres of land left without proper title.
